The RARAI Project was administered by SPC and funded by the European Union from 2016 to 2019. The project included upgrading of existing cane access roads and farm drains along the sugar belts in the Malolo Sector (Nadi), Drasa Sector (between Lautoka and Ba) and the Koronubu Sector in Ba. For the Malolo Sector a total of 62km of cane access roads was upgraded including 5km of farm drains; for Drasa Sector, 83km of roads and 4km of farm drains and Koronubu Sector, 90km of roads and 4km of farm drains.
The project upon completion has improved the accessibility to markets through rural road rehabilitation, alleviates exposure to natural disasters of the farm lands through drainage and reforestation and provided income for the communities. The detailed designs of the project for the Malolo and Drasa Sectors were prepared by Nets Infrastructure Planning (NIP) in 2016 while for the Koronubu Sector was carried out by Civil Works Solutions Pte Limited (CWS) in 2017.

The detailed design of the project was prepared by Civil Works Solutions Pte Limited (CWS) in the first half of 2018. The Contract for construction works was awarded to Kashmir Trucking Company (KTC); construction works commenced in July 2018 and completed in March 2019. The European Union was the Executing Agency while the Pacific Community was the Employer/ Implementing Agency for this project which was administered based on the New Zealand Standard NZS 3910: 2003. SPC appointed the Ministry of Infrastructure and Transport (MOIT) to be the Engineer’s Representative and CWS the Engineer.
The Design and Works for the Suva Arterial Roads Upgrading Project (SARUP 2) contract, funded by ADB and World Bank was awarded to Guizhou Road & Bridge Company Limited in September 2019.
